Dear Xxxx,
I was planning on receiving a loan with which to pay the Ghana Parliament the demanded $600. The lender has let me down. As a result I have reproached the parliament requesting an amount that I can manage from my small resources. I did this yesterday when I learnt that the loan was not forthcoming. I am advised that they should assist me further since their General is awaiting the document for presentation at London Airport, so he can deliver my funds. I will pay them when I get paid on Monday and within a couple of days should deliver and end this bizarre delay. Kindly accept my implicit apologies and thank you again for your patience.
Nothing is easy but we will arrive successfully.
I will advise the progress.

The General was due to deliver yesterday and on route from the airport to me was stopped routinely by the Airport Task Force, a separate security body empowered to stop Bullion Vans and police their documents. Even though he passed the Airport customs the Task Force held him for over 1 hr and advised that one of his documents was out of date and they insisted that it be renewed. He was returned to the airport. It took many hours to discover the fact since when they detained him, they seized his telephone and he is incognito. It's now clear that to renew the document will cost £65 and these U.K. problems fall on me to fund.
Unfortunately, I will not have sufficient funds until Sunday, the document can be got and sent back on Monday and then she can deliver. I am very sorry for this further delay since when he passed customs I thought I would get it? Even the document concerned is a mere few days expired, so the Security here is particularly harsh.
I have checked there is no other document that can crop up in the meantime negatively. The delay is only due to my monetary inability until I have funds again otherwise I could have had it done within 48 hours.
I ask you kindly to extend your understanding and clemency so that next week Monday/Tuesday I will receive and make final payment.
Apologies again for this arduous delivery problems.

I forward you this even though I have sent it to another of my creditors initially. It will update you and if you want to assist more quickly then it will be welcomed or if too complicated then you know payment will be delayed until next Monday/Tuesday.
All the planning was done for yesterdays delivery. I had paid for the final document and the Airport Pass and the General was prepared to deliver. When the Bullion Van driver went to start his van in which my consignment was already stored, it failed. They tried another battery to jump start but that also did not work. It took several hours to get a mechanic who finally advised that the van could not be fixed on the spot and needed workshop repairs? The only option was to take an alternative van. Due to the regulations at the Airport licensed bullion vans must be prepaid before leaving the airport. Not being prepared for this contingency, the General had no further credits on his card and I was requested to pay the £50? Having carefully budgeted last week's pension credits I will not have enough until I receive next week's money of Sunday?
A quicker way to receive full payment is to kindly assist me by funding the van hire by sending £50 directly to the secretary in Ghana today by Moneygram (at Post Offices) the costs of which will be £4.99.

A much quicker way to receive full payment is to assist me by funding the Bullion Van Hire by sending J*nnifer Um*na the £50 today by Post Office Moneygram (£54.99 with fee).

All this can be verified by the people concerned General K*ffi N*na is a trusted 5 star General in public office and J*nnifer Um*na is a trustworthy secretary in the middle of her MBA studies.
You can call the Ghana numbers cheaply from some phone systems for 12p per min. I personally use a purchased card called "Talk Direct" for £4.50 which gives me 500+ mins to call at about 1p per minute plus the cost of the local landline call to the centre. My use is heavier but I advise this information for your possible use.
I tell you precisely how the real system works. It strikes most as complicated but it's the only way. Its Tuesday today. I cannot pay for the van £54.99 until next Sunday for Monday delivery. If you are kind enough to advance the money today direct to J*nnifer Um*na, delivery will take place tomorrow and you will be fully reimbursed plus an advance for the next months. That how you could quicken the process?
I appeal to your good business sense as opposed to any emotional response. I am the victim of negative circumstances that only small money can cure but such an advance will be very worthwhile and helpful to your full payment quickly.
We also suffer from this delay due to unexpected van failure. Your kind help would redress this problem very speedily.
I guarantee payment to you and you know how this will be achieved either by helping now or waiting until next Monday?
It's a clear business proposition and the cheapest recovery method to collect an outstanding debt. Destroying my property, employing lawyers, and court cases will be expensive and counterproductive.
On the Moneygram form for Africa a question and answer has to be given for security. I suggest, Question : "For Van Hire?"

I am exasperated to advise you that the delivery to me this week was stopped by the Security Task Force and the General detained due to one document falling out of date by 1 day. The lateness itself was due to the Task Forces insistence on the Yellow tags and the delays inherent in getting them. We have now got an International Lawyer who is going to go against the Task Force in the court but we still have to refresh the U.N. Document which we will get back on Monday next which the Barrister will bring to London. He advises that he will escort the consignment to me. He will then take action retrospectively against the Task Force. They are a very unreasonable sticklers for details overstepping any normal flexibility. No wonder it's called 'Thiefrow'.
The lawyer assures me that he will free the General and deliver the consignment directly after which should be next Monday or Tuesday at the latest.
I can only apologise for the tortuous delays this has been caused almost completely by the U.K. Customs and then the Task Force who are separate agencies. We finally came through the Customs without problems but did not reckon on the Task Force stopping the consignment again especially when two of their officers were escorting it anyway. The stopping clever dicks insisted on going through the mass of documents and took issue with a certificate discovered that was only a day late?
This must be the final excuse that they can think up and the Barristers presence will insure the delivery.
You have been very kind and patient to wait so long but I assure you that full settlement will be made as soon as the money is delivered. Its business delayed but finally good business.

You must be sick and tired of my stories and doubt their veracity. I too am exasperated and virtually stunned by the ongoing problems.
We got the Yellow Tags, delivery commenced and again they were stopped by the Task Force and detained due to one document becoming 1 day out of date due to their delays? General K*fi Nana brought in an International Barrister who trained in the U.K and is conversant with these U.K Importation procedures. He advised the Task Force that they had to stop persecuting the General otherwise he would take them to court for harassment. He approached the U.N. and obtained a document that supersedes all the documentary problems at a great cost (£3,000) and came to U.K. to free the General from Detention. All documentation was sorted with the Head of Customs and the Security people. When they were detained a week earlier the consignment was put into the secure storage of the Task Force? On departure they demanded demurrage of £400??? Since the detaining was their fault the barrister argued that they should not have put the consignment in that store but held freely in another?
They battled and it was finally agreed that the £400 became £100. This still has to be paid by me and I struggle to do it.
According to the Barrister with the document from the UN it's impossible for the delivery to be stopped again by this overzealous Task Force. Only the demurrage has to be settled. So far The costs for the barrister have been £3,700 just for his U.N document and one weeks problems. Its cost me over £3500 over the last year with 56 transfers all for documents, demurrage and vans?
Not a cheap business to import a few millions of owed money?
I am sorry it's so protracted and lengthy but its real. The security here is unbelievably strict and overzealous, if they can find a way to prevent, they do? The majority of these cost have all gone to Agencies in Heathrow. It's a form of taxation at least this is the only way to look at it.
Hopefully I try to raise the £100 for demurrage so that we can finish this mammoth difficult delivery?
I am hopeful having been assured by the Barrister that there are no other documentary reasons that they can be tricked by.
Will it be before my patience runs out?

You will not believe the strife we are having to go through in claiming the funds. Our barrister although previously confident is exasperated with the Heathrow People? Last week when we thought they would be free to deliver the Customs' Head insisted that to sign the U.N. document for release he demanded an official fee of £80? It took me the usual 7 days to come up with the money.
Then when they were ready to deliver, the Bullion Van driver breached his promise and demanded further money £60, they had arguments but he insisted since the consignment was not put back in the store, his van was locked up and he was losing money.
The Barrister could not argue further but now will make a written agreement with Head of Customs/van driver laying out the tricks they will not use to stop delivery. I have to come up with the £60 hopefully for next Monday. The barrister will scan me a copy of this agreement so I can make the payment with security that it's not just swallowed up.
With this done there can be no further financial impediment to the delivery.
When this happens early next week I should be able to pay all the outstanding.
Next week everything will be cured. We have been through a tunnel of snares and hopefully this will be the finish of it. Most of the problems in the last months have been down to the fastidious, overzealous agencies at LHR, crossing their T's and dotting their I's in an obsessive manner?
Please God let me be rid of them.
