Back story:
I work in "Van Hire". Somebody is renting a vehicle as storage and my boss is storing that vehicle personally in his own home storage. This guy has not paid anything. He had no money at all, and he convinced my boss he was in for a large sum of money. Needless to say, after reading a few emails I was rather sceptical.

Here are those emails.
I have ****'d all parties involved, and also added a * to names for other reasons...

There are a lot of emails, and I will be posting one per post, in date order.

Subject: Dilemma Update

Dear Xxxx,

Further to my previous advise. The progress made is that the High Commission have negotiated with the Revenue and they will release the consignment on payment of a £50 deposit into the hands of the High Commission whose security will deliver to me. I am then obliged with the diplomat to pay the balance of £1500. This is a reasonable solution and immediately between the diplomat and myself we have to come up with the £50.

Due to heavy demand from loans the diplomat took to pay for the previous documents, he is unable to fund it. There is unfortunately nothing left of my pension credit from last week but will be able to pay next Monday and free the consignment. This practically means I will be able to bank all the outstanding to you latest Tuesday morning.

I apologise for the delay but I advised you of the facts all directly caused by the overzealous implementation of security laws of Compliance against money laundering, none of which is applicable in this case. We are advised that after this they cannot detain the consignment further and therefore I can receive it.

It's an unusual procedure to release money to meet my commitments, but I am getting there.
Again I am sorry for the delays but I am a victim of these legal steps which were not anticipated.

No Subject, Undated.

My progress has again been frustrated by the modality of the agencies involved. Both the U.N. Diplomatic Delivery Service and the Ghana High Commission have attempted to assist this delivery to me. Now by the Ghana Governments directive, the Diplomat Mr Paul Kwabina advises me they propose to return the fund to Ghana and issue instead an ATM Debit card to me which they state will not suffer the constant interference and delays, I have so far suffered. Well I have tried to fight this and get immediate delivery but they say their solution is the best result. The indication is that it will delay the funds a further week or so.

Unfortunately I am powerless to change this course of action.

At the same time as incurring these difficulties I am also freeing a further clients consignment from which I am due a healthy percentage. This case has been frustrated awaiting a very expensive High Court Power of Attorney to my name. We come to the end of it now but for a small final payment which can be made next Monday and thereby release the clients consignment for banking and from which I will receive a large payment that will cover all my creditors.

Kindly understand I give you this background to you in explanation of my predicament.

On paper I am effectively very healthily solvent, in actuality I am struggling with my pension credit. This earning of legitimate funds is a lengthy and complex procedure but will bear fruits even though delayed.

I want you to clearly know that when I engaged you it was with full expectation that these incoming funds would not be subject to these intolerable delays, and that I would be able to pay you initially and continue to afford your services until I found a new house.

I appreciate very much your patience and as I stated have no objection at paying you overdraft interest for the entire period of my late payment. Removals and storage is not something from which I can gain without a sensible acceptance of the costs, even though they are retarded.

Please appreciate my sincerity in this matter and know that I am working continuously to overcome the delays. Subject to more accurate updates I estimate that the matters will be resolved by next week.

Kindly continue to be patient and know this is a genuine technical delay to these incoming funds.

The following text I sent to my removers/storage people to explain the delay. I realise you need the use of the van and all I can do is try to get the storage company to accept me taking more space to discharge it there and free the motor for you.

Please don't worry about the payment as eventually I will have more than enough to reimburse you handsomely.

When I speak with them this afternoon I will try to get their acceptance and then come across to drive it out to [City] where they are situated.

I am ever saying sorry for the delay. Last week The Bank of Ghana issued an ATM card to me and required to send it by DHL I had to pay the fee of £100.

I could not do it from here due cash flow restrictions and tried to arrange Local payment from Ghana. This took a couple of days to discover that the Bank would not accept local payment but only from me the receiver to whom the card is sent. Apparently it's a rule of their security. The earliest I can send is today overnight so they get it tomorrow Monday and they get DHL to deliver to me which take about 24hrs, so I should receive it Tuesday. Payment can be made shortly after the receipt. Once again apologies for the tortuous delay. I hope I have kept you informed and finally the funds will flow.

I forward to you the mail and attached document from the bank of Ghana. They have advanced me compensation of $50,000 but paid to my company account in Liechtenstein. The simplest way to handle this payment is to transfer directly to your account the details of which with the IBAN number you have to give me.

I will issue the instruction to my bankers today and they will transfer to you by Swift payment. It may add a further couple of days and I will instruct them to make payment to cover the debt. Kindly issue me with an updated Invoice. If you prefer a cash payment I will be transferring some funds to myself here from which I can pay you.

I apologise again for the annoying delays but due to al the legalities from the problems in the Bank of Ghana, its taking a few days to sort out.

I am assured that this will be the end of this problems and things can proceed on a more normal footing.

Dear Xxxx,

In spite of information given in good faith, another change has developed. For every African transfer there are International procedures to allow its transmission by the IMF, U.N. and African Monetary Union. Apparently the transfer is delayed due to the absence of certain certificates issued by these agencies and to get them will extend the matter overly long and expensively.

My Diplomat and his lawyer appealed to the Office of the president who advised that it should be hand delivered as originally ordered needing only a document from the Parliament to make its delivery quicker and trouble free. This will be done by a General of the Presidents Staff. They advise the Parliament will take today and tomorrow to finish the document and the General can deliver to me on Monday.

I have felt like exploding several times but they insist on their layers of administrative procedures which they say came into force after the U.S passed its Patriots Act and the E.U adopted its Compliance Directive all against Drug Money and Money Laundering practices. I am currently a victim of these procedures which have delayed payment for so long.

I can only apologise and advise that I have complained bitterly that there is no other technical excuse that can pop up to delay it further. I am given official assurances that there are none.

It's a few days more but we will get there. This is a legally correct debt payment to me and will be paid. It's been a tortuous path through so many official hurdles even by the Customs here?

I trust you can understand these procedures and how they have delayed the credit.
I will give you the good news on Monday and arrange immediate payment.

Further to my last advise, The Ghana Parliament are standing by for me to pay the fee of £150 to secure their Certificate of decision so that the General can fly to deliver to me.

Luckily the Diplomat has got £75 and I called upon a colleague in Ghana who is holding £50 of mine and to lend me the other £25 so that payment could be made locally. I have had great difficulty getting through to my colleague until PM yesterday. He was involved in a delaying auto accident that prevented him getting to his mails. He should get to them today and act within 24 hrs to solve this payment. As soon as it is done delivery can commence.

We are not sleeping so know it's going to be solved shortly.

I had a message from the President of Ghana over the weekend advising me that due to the fact that I am an overseas client some of the payment for the Parliament Certificate must originate from here so my efforts to pay the whole thing from Ghana will not work. The Diplomat has £75 locally which they will accept and I must send the other £75 from here?

I should have sufficient funds coming tomorrow and I will make the payment and then delivery will take place immediately the parliament issue the certificate. So the matter will be concluded during these coming business days?

I send this as a courtesy to keep you abreast of my progress.

They advise they are working on it and it's the only outstanding thing needed to facilitate delivery? Nothing much can happen until Monday when I will be chasing them.

It will be resolved though it's a further unavoidable delay.
