I think he meant:

Soviet | Others ( I guess )

Win | 75% | 25%
Representing | 50% | 50%

You could think of it as they need different standards to 'win'. In this example the 25% was enough to take away the draw.
I know your way of looking at it is correct, but this is also possible. :)

doesn't matter. It could have been 99% and 1%. If there was anything including what he said along with what I said, it would have been a "draw" seeing as we would have both been right.

Percentage has absolutely nothing to deal with this case being a draw, and I thought that you would have understood that by simply looking at the 99% to 1% comparison in my original explanation. He was right, and I was right. Both sides of the discussion were correct (to what extent doesn't matter), therefore it was a draw. This is a specific situation in which I can call it a draw, whereas there are others which I would not call it a draw. If you cannot understand that, then I believe I have nothing more to tell, because this is all opinionated and (in my opinion, ironically) I don't want to discuss this situation beyond what I have already stated.
