A Question about Rcon or something i have no idea

ok i saw this on inetpubs jump server i dont know if it is either a mod or a rcon command well admins were telling blockers to stop or be kicked but they didnt just type it it appeared right in front of you like in the codjumper servers it appears saying press (whatever button) to save and load i really want to know the command or mod to to do that thanks all sorry if my explanation was a bit bad... :S

Its a rcon command, but its a rcon command that can only be used if u use the codjumper mod (dont know excactly which versions this is). The command is /rcon msg <message>
