Help!!!

Hey guys,
Whenever I try and get onto a CoDJumper Server, it just keeps on redownloading maps, and i dont get in. However when there is more people e.g. 10 I can get in with ease.
I just want to know why I cant get in when there are say 6 people but i can with 10+??
