Getting 30 fps on average, I tried following the tips given from CoDJumper but no luck
nvidia geforce 9300m gs 256mb
3GB RAM
Windows Vista
Shouldn't I get at least 60 fps?

what graphic settings are you using? to check them, go to options and look for something along the lines of "video settings" or "graphic settings"

The graphics card is weak.
You didnt explain your graphics settings and game, which are pretty essential to make any judgement.

intel core 2 duo processor T5800
Everything is pretty much set to low, when i change it to defualt .. i get around 25 fps
When I look up (low settings) I get 70 fps

buy a new grafic-card

with your card is cod1 the only game u can become 125 fps

make sure you set texture and model settings to their very lowest, that is the single most important thing you can do to raise fps

use some settings such as /r_lodscalerigid 4. I thought that the card wouldn't be good, but better than my 8400 gs, But i guess i was wrong xD.

I find textures to have miniscule if any effect on my performance, I always just have mine on highest.

In dx 7 biggest change is resolution / AA
In dx 8/9 biggest change is resolution / effects.
For me.
