Ok, I finally figured out what the problem was, and my the title of the thread is correct XD. I probably OCed my card too much (i had it pumped up from 400 mhz to 600 (main clock), shader was around 1100-1200, and the memory clock was pumped up from around 400 mhz to 550) and I believe it overheated and got screwed up. When I thought that this had happened, I put my card in my old PC, (amd Athlon x2 3800 with like 4 or 3 gbs of ram) and the same graphical problems occured.
Afterwards, i figured I had nothing to do until i got a new video card (getting one on Christmas eve anyways, which is 4 days away) so my I decided to follow my dad to help him find some stuff to fix that HDTV that we got. When we got to the sore (which was called Fry's Electronics) we found the stuff and passed by the computer section which had cases there. While we browsed the cases we found an amazing case with 5 built in fans (3 of them were 23 cm fans, one of the top, and 2 on the sides O.O) and i found it being only $80, so my dad instantly said "We're getting this". So, I wound up paying $80 for a new case and i spent the past 4 hours switching my motherboard, and all my other computer parts into this case, which now has about 7 or 8 fans in it and its dead silent. While switching my motherboard over, i found a screwed in cover that was covering something on my motherboard which i had never noticed before. Once I unscrewed it, i found out that it was a monitor slot, and therefore I found out that i really did have an onboard gphx card

. For no apparent reason, the guys (HP) who built my computer decided to cover a slot which can be VERY crucial if the video card died and you needed a backup to plug in your monitor and have a working temporary GFX card. Anyways, after putting everything in and taking a gamble and plugging in some cables, I got it working on my first try :>. Well, as long as no flames are shooting out of my case, i consider that to be working fine xD.
In the end, I got everything to work besides my video card (using integrated GFX atm). I'll try leaving my 8400 gs out of my case and laying there for a few days to see if it works, and if it does i'll probably sell it on ebay or keep it as a backup.
