Pretty sure it is fake. I believe they proved it is impossible to be shocked by peeing on an electric fence on mythbusters.

I think it might be real, afterall, if you touch the wire with your finger you get a shock. Your pee is connected to your dick, why wouldn't that work ?

It is possible

I peed on an electric fence that had like 10 or less volt, and it only felt like someone kicked me on the back of my leg. Luckily I didn't even feel it on my actual penis.
