FPS Problem

I play cod4 yes i get 125 fps when i look down and up but on cod2 i get less than 70 fps and all my settings are at the lowest possible even sync every frame is off i look up i get 125 woot but then it goes to 110

so i reinstalled it and it was the same anyone help me please?

thanks i was gonna post it into support but when i look at it, it only had like people telling you how to do stuff.

yeah wtf is the problem im thinkin of vista but vsita cant be that bad and i aint moving back to xp cos i dont get the nice icons when i put cursor over the icon
