Console cheats

Hi, i wonder how to enable console cheats (god/noclip...) but without the cheat /give
I already know how to activate them, but theres always someone trying to crash the serv with the cheat /give

You can't...

You can either enable all cheats or none.

console as in xbox or console as in developer console?
