It does strike me suspicious that they managed to get the photo at the exact timing, unless it was doing it many times.

1. Some infants just wouldn't react to that.
2. Maybe the bear isn't roaring, just opening it's mouth as if to get a BITE.
3. They can see the humor in it, just as we can. Also, they know the bear won't break the glass.
4. You can only see the legs of one person, so maybe others did react?

Those are just my obligatory counter-arguments. I'm pretty sure it's fake, myself.

Well not if you have the good sense to realize that everyone is safe from the bear. They could have been at the zoo (or wherever) for awhile, and had seen the bear doing the same thing to other people (their feet, perhaps).
