What do I need to get to do jumping on my server?

I wanted to create my own server with those jump maps so I can jump those maps without other people coming?

People been annoyin and getting in my way so Its much easier if solo!

If you want to use the Jump mods (save position mod) you can get them from
http://www.codjumper.com/mods.php

Place the required mod in your main folder.

To allow cheats (god, noclip) you must use the devmap commands when start a map.

To start the server locally (so noone can join) your need to pull down console... (` / ~)
and type

/devmap <mapname>

replace <mapname> with a map of your choice, eg

/devmap mp_jump

when I start new server and start this map(jm_motion_light) and I get to the moving platform after those poles at beginning, the moving platform isnt moving at all...

what can I do?

Its not moving O_o

check if it is moving in hard. It doesnt sound like a server problem.

If its still not working, delete the file from your main and redownload it.
