Using a save mod, several available on the mods page.

http://www.codjumper.com/mods.php

vCoD: Use AKK
CoD2: use SPM (The CJ 1.6 mod is more of a server mod because of the added features)

What do you need your config for?

Anyways, you will find it in...
C:\Program Files\Activision\Call of Duty 2\main\players\<profile>
where <profile> is your profile name

You don't need to. If you are hosting a public server then you will need to add certain things to the server config, but for just playing it yourself you only need the file in your main directory.
