How can i enable cheats for my server that i practise jumping on ... so i can use GOD mode .... want the cheats to be enabled when i start the server!! tried putting developer 1 into console .... then tried god mode ... but it says that cheats are not enabled on this server!! What do i have to do to enable them on the cod 2 server??

Ok, developer mode is just for seeing all the errors and loading things which are very helpfull when you test a map, they are not for using god and such, second sv_cheats 1 doesnt work for online servers.
What you have to do is /devmap (map name) or /rcon devmap (map name).
And guys, please, register, it takes a couple of seconds and you get free cookies
