Admin Menu?

I can't get my admin menu to work, it says " You dont have access to this command "?

Here is my default_config:

set cj_autoadmin "1"

cj_promote "[ARES] Hue"
set cj_promote "[ARES] Hue"

Change it to:

// Server admin settings

set cj_promote "1"
