To "give someone a bad name" is an English idiom meaning to give a bad reputation. For example "football hooligans give football a bad name". So, to ask "who gives kids a bad name", you are to expect a person who gives a kids a bad image or reputation, but the joke is literal; Posh and Becks literally give kids a bad name (Harper Seven? Wtf).

Yeah I know. I rarely like British humor. Ofcourse there are exceptions like I said, Shaun of the Dead and Monty Python.
