Frames per Second for videos , Fraps , Rendering etc...

Hi ! Since i do movies , it has been a problem for me , what fps on record with what timescale and on what fps to render.
I have some questions , i would be really appricated for professional answers

1: If I record a clip with 0.5 timescale and 60 fps then render on 30 fps , i get smoother fps then if i record on timescale 1 and 30 fps then render 30 fps.

2. Youtube only accepts 30 fps, if it detects higher fps , it converts it down to 30 , right ?

3. What should i reduce ? Fraps 60 fps to 30 or Rendering from 60 to 30 to get rid of youtube convert ?

4. Tell your best combination please at Fraps record fps / Render FPS for youtube with .mp4 files.
