ask the support to unlock the commandline option then add this commandline:

+set dedicated 2 +set net_ip yourserverIP +set sv_maxclients 32 +set net_port port e.g. 28960 +exec name of cfg +set g_gametype cj +map_rotate +set fs_game Mods/codjumperv3_1

should work
