There are tutorials how to do this everywhere.

If you mean the loading map skin picture then you have to find it in the main folder of CoD4

Its located in some of the iw_01 02 03 etc .. i dont know in which one exactly.

You have to take it out and edit in photoshop or something, but first you need to convert it etc there are plenty of tutorials for that

I believe he wants to make a loading screen for a CoD4 map he's creating.

Hard to help when the question os so vague. To me I read it as if he wants custom pictures for existing maps, eg. the downpour loading map shows something else.

But as Peds said, he might be wanting a loadscreen for his custom map.
