Maybe you should create a off-topic/spam section for those who still feel to spam the Forums with childish/immature content. As for the Sigs I don't think 15 lines of text are a Signature anyways.

And that shall be the last reference allowed.

Good rules, everyone including admins shall follow them, the only addition would be, anything not covered by a forum area, post it in general.
