the game works not perfect, they do nothing that the game work for everyone good and now this:

I probably will end up paying for the maps because I quite like Black Ops, but its annoying that we now have to pay for DLC.
Especially since its a really buggy game.

Are you sure they charge for the PC version? That's an Xbox website and as far as I could see from skim reading (and very poorly!), there wasn't any mention of PC.

Activision signed a deal with Microsoft and all Call of Duty DLC for the next 3 years or so is going to be released on Xbox a month before other systems

Obviously not. Treyarch have also said that they will be releasing around 4 map packs for BO. This will be like buying the game again. Chances are, I will end up buying them, even if the maps are bad because of the replay value zombies give so new maps for zombies are always a plus
