'Primary' computer?

My dad uses his laptop for downloading with utorrent...when he downloads his laptop hogs ALL resources, making my pc grind to a halt, wethers hes downloading at 500kb/s or 10kb/s

Is there any way I can make my computer the primary channel, or, bump him down the queue because its really pissing me and my sister off

I would think that type of thing would be set up through a router. If all the computers connect to a router, then a modem, try to get access to the router config stuff and you should be able to change it. If all the computers go to his computer, then out through the modem however, you're stuck. The last option is that all the computers go straight to the modem, which I doubt. If it is the case try and plugging your access in ahead of his via port numbers or whatever.

Get a NetLimiter
Stop his PC from getting any DL/UL
Phone ISP Auto-Status Line and then report to him it is down for next 3 hours.

This may only work once.
