To me it seems that this game will be a copy of the console game, just like CoD:WW. You need to activate your copy (or account). Also I don't think that this game will run smooth on those min specs on all low because MW1 had almost the same specs and in MW2 they use bigger textures and better effects (snow, lighting, etc.).

Minimum spec : Xbox 360 - Open CD drawer, put in CD. (seek help for mental instability)
PS3 - Open CD drawer, put in CD. (see above)
PC - Game no longer exists. (PC development halted by new IW lead developer Nick Griffin)

Yes, you can play the game. But I don't know that much about hardware to tell on which settings.
