No, i get up with boost on the car to the balcon, but you can jump on clime with rpg then from clime to balcon...

the strafe to the pole looks possible without rpg. I'll try it and see tho xD.

You don't even need to stack to get on the balcony. You can make a (pretty) simple jump from the sniper house on roadblock and bounce up to it.
