custom specular map issues

So i went about and followed some tutorials on how to make a normal map and specular map for custom textures. After trying a couple of different settings, i cant seem to get the texture to reflect anything. I followed the tutorial closely and i compiled light and reflections and the other reflective materials work.
few things you might want to know:
-the texture is a tinted glass, you can see through it, but not completely.
-the normal map is literally just white
-the specular map is a very very light grey
