Can't change texture resolution?

I'm having a problem, I cannot change my texture resolution and if I try radiant crashes?
It currently set to medium, I have removed all custom textures, it says 'cannot load _floor_' or soemthing

remove the modtool and dwnld other ?

No, I mean it says 'cannot load _floor_' or something like that, but its a problem with _floor_

Remove all custom maps from the main folder would be my first guess.
I dont think "_floor_" is a stock texture.
