From what I saw quoted, it doesn't say they've got a completely new engine. It says something along the lines of "We've moved beyond the MW2 engine and added a load of cool stuff". This could mean that it still has the Quake 3 engine `exploits` like strafing and fps jumps.

there may be a new engine ;^| but new engine may mean new exploits, and we all know what bad quality IW games have been recently cough*mw2*cough so we may find alot of glitches. but if strafe jumping and fps exploits are dead... we may be fucked

EDIT: you must remember, new game engines cost ALOT of money and time to produce so i believe that is unlikely
