I think he means 333. 333 fps is a useful fps for certain things. And make sure while typing it in the console you put the slash before it, so the command looks like this:

/com_maxfps 333

I think he means the one where you jump up the piece of wood. The trick to doing that jump is to use pretty much any fps, but you gotta strafe, and jump right at the bottom of it and slide right up.
