Admin levels. i need help.

Ok, so me and my friend are making a CJ server and we are trying to set different admin levels. Ex* level 40 admin has the least amount of powers, the level 60 admin has a little more powers than the 40, level 80 admin has a little more than 60, and the level 100 admin has all of the powers. if anyone could help me it would be very appreciated.
