Rcon in private match cj?

Sorry to : megazor, he helped me with I problem I had, I thought I fixed it but it wasn't, I'm an idiot. Anyway that doesn't matter right now, but I was wondering how can you set up Rcon in a private match or if you can at all? I 'm trying to take away the damage in private match cj, "megazor" gave me the commands but I don't have Rcon so I if there is a way to put it in private match cj, because I know it's in legit servers, could you please tell or link me some information about it.

as the host in a private lobby you could just do e.g. "/devmap mp_strike" to enable cheats and then "/god"(for no damage given). All the commands he gave you are probably correct but you have to run the map in devmode with "/devmap mp_mapname"

Alright but when hit the ground it still slows me down for a couple seconds, is there anyway to fix that?
