error

hy
i was working on mp_mine but i had to format my computer because it lagged to much....
i saved my map but now when i try to compile it or any other map i got a compile error:

you cant start this program because file d3dx9_27 cant be find.

i uninstal and then instal mod tools again and i still have this error
what shall i do so can end my map
please help
