Edit: Just googled it and it has it's origins in WW2. The assumption was that only Officers would be "gentleman" enough to straighten the pictures and they could take out the higher value targets

I imagine the french done it also (in the resistance) because the Nazis were painting thieves

I would've just put bombs in all the Jews, Nazis like going after those as well.
