Perhaps you could increase to 350ms or more so that many Brazilians can enter the server?

Not all the servers have got a maximum ping rule set, are you sure you tried all of them?

I tried on all servers, some not download the file. Iwd, or sometimes is infinitely downloading the same file. Iwd = /

Your best bet is to either speak with some of the server owners to get them to increase the max ping, or get someone to donate a server located nearer to you. Nothing much we can do, I'm afraid.
