Thats the thing about torrents though. Where you download them has little to no affect on the speed of download.
Anyone with common sense distributing their stuff through torrents will use a piratebay tracker along with their own personal/private trackers.
I can get anywhere from a shitty 100kb/s to a max 1mb from downloads. It all depends on who is seeding and how many are leeching.

Before this bit torrent trackers and pirates were, for the most part invincible, except for the single mothers the RIAA sued for downloading a few songs of course. I see where you're generally coming from here, I understand it too. So, by law, they are hosting nothing illegal. If I made a text file of where you can illegally download software online, then that would not be illegal to host that text file, as the file itself contains no copyrighted material, it only directs you.
