Small CJWaW Update

- Freeze punishment command reimplemented as requested.
- Black Admin skins
- Added a few sounds and text alerts to punishments

(Only server admins need download, unless the server you frequent doesn't allow downloading)

Look good, also are those feature gonna be added to cod4 too? admin skin sounds nice to me :P

I can add them to CoD:MW soon I guess ('cept skins).

Btw, the skins are working, but to utilise them, the player must be promoted. Once promoted, they should select the allied team. The skins are just simply a black overlay of the original.
