That seems like a quite faire system, but maps with several ways need to be parts according to the ways, like mp_dark(H) , mp_dark(E) or whatever, and those are 2 different pieces from the database, they get different score. Get one person to assign an order of difficulty to EVERY map.
Each map is given a number equal to that order.

Random number maps are chosen and are placed against the NEXT map to their side (either +1 or -1)
Using this method will force maps to be compared only against similar level maps.
There becomes a significantly lower combination possibility (an Easy map will never be against an expert map).
Also, a lot of similarly difficulty maps will be jumping between positions as they contend against each other.
The only issue would be duplicate voting, which would be impossible to track due to a constant change in map positions, however I feel this will not be a problem as the maps will average themselves out, even if only 1 person does all the voting.

I task someone to give me EVERY route on all 140 maps, unless all 140 are done, then no way is it going to be considered.
The routes must be CLEARLY labeled on each map.
I would prefer to see the maps labeled using a generic wording (easy, medium, hard or beginner, advanced, pro, etc).
Maximum of 3 routes per map.
I have an idea of how to implement it without using duplicate maps, but without those criteria being met, I see no point.
There also needs to be enough requirement to have it. If only 5% of maps use routes, it is not worth adding.

Freakz already made a comprehensive list and used high skill jumpers and a rating system of 1-20 to rate the difficulty of maps. 20 being the hardest. mp_sunset had a 19 I think. I could try to find the link again..It was a google doc spreadsheet i believe.
Also..I did my own version of this before.. long ago..and its most definitely outdated at this point but you can take a look at it..
