Considering the goal of this add-on is to bring new people to forums, then yes, I recomand to make it link to start of topic.

It is hoped this may encourage our site visitors to use our forums if they find topics there that interest them.

Surely if they click the link they go to the forums anyway?

I personally think it should be as it is. It's latest posts, so it's pointless imo to bring them to a post which isn't the latest one in that topic.
