With regards to updates I was speaking with Peds the other day and we agreed not to update any maps once they have been submitted as it is a cause of conflicts e.t.c.
If you want this map adding you'll need to give it a different name (e.g _v2)

Ill name it mp_needs_skills i guess.
Can you possibly remove both this thread and mp_needs_skill from the map list?
I'd like to start fresh now that i have fixed all issues + added some extra stuff.
